BACKFLOW CONTROL PROGRAM

If you are a customer of the City of Canfield for your sanitary sewer service, and you have experienced chronic wastewater backflow, you may be eligible to participate in the program. If you are not sure if you are a customer of the City of Canfield, contact the Business Office at 330-533-1101, Monday through Friday, 8:00 AM to 4:00 PM.

City of Canfield Ordinance 2020-57 provides for reimbursement for residents of the City who install backflow prevention devices to reduce basement flooding.

Requirements of the City of Canfield

  1. Eligible City of Canfield sewer customers may qualify for a maximum of sixty percent (60%) of eligible documented costs up to a maximum of $3,600.00, if they install a gate valve, and sump pump and remove the footer drains from the sanitary sewer, or as an alternative, a basement mitigation system not utilizing a gate valve if it achieves the purpose to eliminate and control certain sanitary sewer backups, OR a 50% reimbursement up to a maximum of $2,000 for documented costs to repair or replace failures in the sanitary sewer laterals. Eligible properties with an existing sump pump that are installing only a gate valve must be inspected and approved prior to reimbursement. 
  1. To obtain reimbursement for costs to have the footer drains removed from the sanitary sewer, sump pump installed and/or gate valve placed on the sanitary sewer lateral, eligible home/property owner(s) are to obtain at least two (2) estimates from master plumbers or other Mahoning County approved contractors.  Residents contacting businesses to do the work should inquire as to experience in performing the work to be done.
  1. For eligible home/property owner(s) who have completed the work within the last one (1) year, to be eligible for reimbursement of the cost, complete documentation of payment for work must be provided.  Documentation of these costs may be in the form of canceled checks or invoices marked paid by the vendor. 
  2. Property owners, homeowners performing work in lieu of contracting for work shall not be reimbursed for any labor cost. Materials will be covered only after presenting a receipt for payment.  To be reimbursed for prior incurred costs, work shall have been completed and approved within twelve (12) months of application for reimbursement with all required documents.
  3. The City may accept as an alternative to the Gate Valve, a basement mitigation system not utilizing a gate valve but achieving the purpose to eliminate and control certain sewer backups. This alternative is solely the choice of the property owner/homeowner and all efforts should be made to insure the system is compatible with current plumbing standards of the Mahoning County District Board of Health. All requirements of the Gate Valve Backflow Program will apply to this alternative to include reimbursement and participation by the Mahoning County Sanitary Engineering Department and removal of downspouts, footer drains and installation of a sump pump, if required.
  1. When all work is completed, eligible home/property owner(s) shall provide the City of Canfield proof of payment to the contractor for work performed.  Before reimbursement of either sixty percent (60%) of eligible documented costs up to a maximum of $3,600, or 50% reimbursement up to a maximum of $2,000 for documented costs to repair or replace failures in the sanitary sewer laterals is paid by the City, the homeowner/property owner(s) shall sign a statement releasing the City from all liability in connection with the work or the proper operation of the gate valve and sump pump.
  1. Reimbursement under this Program shall be limited to one time per structure
